- The official notification of the foreign national’s mobility must be sent to the Administrative Unit as soon as it is confirmed that the foreign national will complete part of their studies in the Republic of Slovenia, but before their intended entry into Slovenia.
- A temporary residence permit on the basis of student mobility is limited to the duration of the mobility. The permit is not intended for long-term residence in the Republic of Slovenia.
- If the mobility programme is interrupted or completed earlier than planned, the Administrative Unit must be notified without delay.
- After the completion of the mobility, you must leave the Republic of Slovenia or obtain another appropriate residence permit in due time.

A temporary residence permit on the basis of student mobility is a permit issued under Article 44.a of the Foreigners Act (ZTuj-2) and is intended for third-country nationals (i.e. persons who are not citizens of EU Member States or of the European Economic Area (EEA)). The permit allows temporary residence in the Republic of Slovenia for the purpose of study mobility.
How long will my temporary residence permit on the basis of student mobility be valid?
The permit will be issued for the duration of the mobility, as specified in the mobility programme or in a certificate issued by the educational institution, but for no longer than 360 days and no longer than the validity of your residence permit for the purpose of study issued in another EU Member State. After the expiry of the permit, you must leave the Republic of Slovenia or obtain another appropriate type of residence permit in due time.
What conditions must I meet to obtain a permit?
To be issued with a temporary residence permit on the basis of student mobility, you must meet the general conditions for temporary residence that apply to all third-country nationals, as well as the specific conditions related to study mobility.
General conditions under Article 33 of the Foreigners Act (ZTuj-2):
- a valid passport;
- appropriate health insurance;
- sufficient means of subsistence during your stay in the Republic of Slovenia;
- absence of grounds for refusal to issue the permit (e.g. security reasons).
Specific conditions for residence on the basis of student mobility (Article 44.a of the Foreigners Act (ZTuj-2)):
- proof that the Administrative Unit in the Republic of Slovenia has been notified in writing of the intended study mobility by an educational institution from an EU Member State or by a tertiary education institution in the Republic of Slovenia where the student will complete part of their studies;
- a valid residence permit for the purpose of study issued in another EU Member State valid for the entire period of the intended residence in Slovenia;
- proof of admission to a tertiary education institution in the Republic of Slovenia indicating the planned duration of studies as part of mobility, and proof of participation in a mobility programme (e.g. Erasmus+ or another comparable programme).
The procedure for obtaining the permit generally consists of the following steps:
- The notifying party (either the student, the higher education institution from the EU Member State that first issued the residence permit for the purpose of study, or the higher education institution (faculty) in the Republic of Slovenia where the student will complete part of their studies) must send a written “official notification” of the student’s mobility to the Administrative Unit before the intended arrival of the student in Slovenia. No prescribed form is required; however, the official notification must be accompanied by proof that the conditions are met.
- If the Administrative Unit permits the residence, it issues the student with a temporary residence permit for the purpose of study, with the type of permit indicated as “student – mobility”.
- If the Administrative Unit does not permit the student to reside and study in Slovenia, it must issue a decision refusing mobility immediately, and no later than within 30 days of receipt of a complete notification. The decision is sent to the foreign national and the notifying party. It also informs the competent authority of the EU Member State that first issued the temporary residence permit for the purpose of study to a foreign national of the refusal via the national contact point.
- When entering Slovenia, a student who holds a residence permit for the purpose of study issued in an EU Member State that does not fully apply the Schengen acquis must present a passport and a valid residence permit for the purpose of study (issued in that EU Member State) and a copy of the official notification (referred to in point 1).
- The student must personally collect the temporary residence permit in the form of a card at the Administrative Unit.
- The student must register temporary residence in Slovenia after collection of the card.
