Employment and access to the labour market for persons granted temporary protection

This page is intended for persons granted temporary protection who wish to take up employment or become self-employed in Slovenia. Persons granted temporary protection enjoy free access to the labour market, which means that you are treated on an equal footing with Slovenian nationals in terms of employment. If you meet all legal and other requirements for a specific job, you may be employed without restrictions and without the consent of the Employment Service of Slovenia. You may also become self-employed or start your own business without restrictions. Below you can find information on measures provided by the State to support your access to employment. 

Who can help me access the labour market?

As you have free access to the labour market, you may register with the Employment Service of Slovenia either in the Register of the Unemployed or in the Register of Jobseekers.

How can the Employment Service help me access the labour market?

If you register as an unemployed person, you will be assigned an adviser who will work with you to prepare an individual employment plan, in which you will jointly define your employment goals. 

The individual employment plan sets out:

  • employment objectives (e.g. employment in a specific field, retraining, training);
  • specific steps to achieve these objectives;
  • activities to be carried out by the jobseeker (e.g. applying for vacancies, attending workshops, learning the language);
  • forms of support provided by the Employment Service (counselling, participation in Active Employment Policy programmes, training, etc.).

The individual employment plan promotes an active role of the individual in seeking employment and enables systematic monitoring of progress. It may be regularly updated to reflect changes in the individual’s circumstances or in the labour market, and serves as an important tool for successful integration into the labour market.

What is Active Employment Policy?

Active Employment Policy (AEP) is a set of state measures aimed at increasing the employability of unemployed persons, facilitating their integration into the labour market and reducing unemployment. In Slovenia, AEP measures are primarily implemented by the Employment Service of Slovenia in cooperation with employers and other institutions.

What does Active Employment Policy include?

AEP measures may include:

  • training and education, enabling individuals to acquire new knowledge, competences or professional qualifications;
  • employment incentives, such as subsidies for employers to hire unemployed persons;
  • community work placements and other forms of temporary employment;
  • promotion of self-employment, including counselling and financial assistance;
  • career guidance and individual support in finding a job.

How can I participate in Active Employment Policy programmes? 

Participation in Active Employment Policy measures is generally agreed within the framework of the individual employment plan, which you prepare together with an adviser at the Employment Service of Slovenia; therefore, you should clearly express your interest in participating during your meeting with the adviser.
