Short-Term Mobility of an EU Blue Card Holder Issued In Another EU Member State

A third-country national who holds a valid EU Blue Card issued by another EU Member State and a valid passport may enter and reside in the Republic of Slovenia for up to 90 days in any 180-day period. Such residence is permitted for the purpose of carrying out business activities as defined in the Employment, Self-employment and Work of Foreigners Act (ZZSDT).

The same right may also be exercised by a former holder of an EU Blue Card issued by another EU Member State who holds long-term resident status marked “former EU Blue Card holder” on their permanent residence permit.

If a foreign national holding a valid EU Blue Card issued by another EU Member State that does not fully apply the Schengen acquis enters the Republic of Slovenia at an internal border where border control is carried out, the border control authority may require the foreign national upon their entry into the Republic of Slovenia to also provide proof of residence for the purpose of carrying out business activities.

How does the law define “business activity”?

The Employment, Self-employment and Work of Foreigners Act (ZZSDT) defines business activity as an activity in which the foreign national does not receive income and does not directly carry out sales or provide services, but participates in business meetings, establishes business contacts – including negotiations relating to the provision of services or activities –and participates in preparations for the market presence of a foreign employer in the Republic of Slovenia.
