Driving licences issued by Ukraine are valid within the territory of the European Union, and consequently also within the Republic of Slovenia, on the basis of a Regulation (EU) 2022/1280 of the European Parliament and of the Council of 18 July 2022.
If you hold a driving licence issued by Ukraine and have been granted temporary protection in the Republic of Slovenia, your driving licence is recognised. You may drive all categories of vehicles for which you have passed the driving test, except for those requiring an initial qualification card.
During the period of temporary protection in Slovenia, holders of a valid Ukrainian driving licence are not required, during a police check, to present an official translation of the driving licence or an international driving permit. However, a police officer may require you to present a passport, a temporary protection document or another identity document in order to verify your identity.
The above Regulation applies exclusively for the duration of temporary protection and only to persons granted temporary protection in the Republic of Slovenia. For Ukrainian nationals who have another type of residence status or residence permit in Slovenia, the general legislation applicable to foreigners applies, in particular the Drivers Act.
PROFESSIONAL DRIVERS – CODE 95
Professional drivers from Ukraine who have been granted temporary protection and hold a driver qualification card (Code 95), and who wish to be employed by a road transport undertaking in the Republic of Slovenia, must obtain a Slovenian driver qualification card.
For drivers from third countries, Code 95 is not entered in the driving licence but is issued on a separate card, known as a driver qualification card. You can obtain the card after completing additional training, which concludes with a compulsory test of knowledge. You must submit the application for the driver qualification card at an Administrative Unit.
The additional training lasts a minimum of 35 hours and a maximum of 60 hours and includes at least 2.5 hours of individual driving. The training concludes with a compulsory test of knowledge.
The driver qualification card is valid for the duration of temporary protection in the Republic of Slovenia.
LOST OR STOLEN DRIVING LICENCES
If you are a person granted temporary protection in the Republic of Slovenia and you lose your national driving licence or it is stolen, you may replace it with a Slovenian driving licence, which will be valid for the duration of temporary protection in the Republic of Slovenia. After temporary protection ends, this driving licence will no longer be valid.
After reporting the loss or theft of your driving licence, the Administrative Unit will issue you with a Slovenian driving licence valid for the duration of temporary protection. Before issuing the licence, it will verify, through the Embassy of Ukraine in the Republic of Slovenia, the validity of your driving licence, the vehicle categories and any possible driving bans.
REPLACEMENT OF DRIVING LICENCES FOR FOREIGNERS
If you meet the prescribed conditions, you may replace your driving licence under the standard procedure applicable to all third-country nationals in the Republic of Slovenia. To replace your driving licence, you must pass a driving test again, i.e. the practical part of the driving test. You only take the test for the highest category recorded on your national driving licence.
After successfully passing the test, you will be issued with a Slovenian driving licence that will remain valid even after temporary protection ends.
